A. Zumach ist ein deutscher Journalist und Buchautor und lebt in Berlin. Von 1988 bis 2020 war er Schweiz- und UNO-Korrespondent f\u00fcr die Tageszeitung (taz) mit Sitz am europ\u00e4ischen Hauptsitz der Vereinten Nationen in Genf. Er arbeitet dar\u00fcber hinaus als freier Korrespondent auch f\u00fcr andere deutsch- und englischsprachige Rundfunkmedien.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Reaktion auf die Anschl\u00e4ge vom 11. September 2001 beteiligen sich Deutschland und zahlreiche andere Staaten seit am von der damaligen US-Regierung ausgerufenen &#8222;Krieg gegen den Terrorismus&#8220;. Gemessen an dem seinerzeit erkl\u00e4rten ersten Ziel, die Bedrohung durch islamistisch gerechtfertigten Terrorismus aus der Welt zu schaffen, ist dieser krieg nicht nur gescheitert, sondern wirkt kontraproduktiv. Auch das nachgeschobene Ziel, in bislang diktatorisch regierten Staaten Freiheit, Menschenrechte und Demokratie durchzusetzen, wurde verfehlt. Doch selbst nach der schmachvollen Niederlage der NATO-Staaten in Afghanistan findet keine ehrliche, selbstkritische Bilanz der letzten 20 Kriegsjahre statt. Stattdessen wird der &#8222;Krieg gegen den Terrorismus&#8220; einfach fortgesetzt. Was sind die Gr\u00fcnde f\u00fcr sein Scheitern? Deutschland liefert in viele Konfliktl\u00e4nder, in denen inderrechte schwer verletzt werden, Kleinwaffen, Munition und andere Waffensysteme und tr\u00e4gt damit zum Leid der Kinder bei. Innocent Opwonya, ehelaiger Kindersoldat aus Uganda, berichtet von seinen Erfahrungen und davon, was Kleinwaffen in Kinderh\u00e4nden in der Realit\u00e4t bedeuten. Neben dem gemeinsamen Standpunkt aus dem Jahre 2008 werden die v\u00f6lkerrechtlichen Normen dargestellt, welche die EU-Mitgliedstaaten binden, wenn diese Waffen an (Dritt)Staaten liefern. Abschlie\u00dfend wird auf rechtspolitische Instrumente eingegangen. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stephan M\u00f6hrle stellt Ausz\u00fcge seiner pr\u00e4mierten Arbeit zur Bedeutung des internationalen Rechts f\u00fcr den Waffenhandel aus Deutschland vor. In Laufe seiner Untersuchung beleuchtet er dabei zun\u00e4chst das Friedensgebot des Deutschen Grundgesetzes und \u00fcberlegt, welche verwaltungsrechtliche Dimension dieses in der t\u00e4glichen Umsetzung hat.
